Member Information
As designated by the Juvenile Justice and Delinquency Prevention Act, the Council is comprised of 23 members.
Eleven ex officio members represent the following Federal agencies: the Departments of Justice, Education, Health and Human Services, Housing and Urban Development, Interior, and Labor; U.S. Immigration and Customs Enforcement; Office of National Drug Control Policy; Americorps (formerly Corporation for National and Community Service); Substance Abuse and Mental Health Services Administration; and the Office of Juvenile Justice and Delinquency Prevention.
Federal Agency Affiliate Members and Designees include the Department of Agriculture and the Department of Defense.
Ten members, who are juvenile justice practitioners, are appointed by the Speaker of the House of Representatives, the Senate Majority Leader, the Chairman of the Committee on Indian Affairs of the Senate, and the President of the United States.

Practitioner Members
As described in the Juvenile Justice and Delinquency Prevention Act of 1974 [As Amended Through P.L. 115–385, Enacted December 21, 2018], ten members are appointed to the Council, without regard to political affiliation, from among individuals who are practitioners in the field of juvenile justice and who are not officers or employees of the Federal Government.
- Three members are appointed by the Speaker of the House of Representatives, after consultation with the minority leader of the House of Representatives.
- Three members shall be appointed by the majority leader of the Senate, after consultation with the minority leader of the Senate.
- Three members shall be appointed by the President.
- One member shall be appointed by the Chairman of the Committee on Indian Affairs of the Senate, in consultation with the Vice Chairman of that Committee and the Chairman and Ranking Member of the Committee on Natural Resources of the House of Representatives.
