John Tilley has served in the Kentucky House of Representatives since 2007. In 2009, he was appointed to chair the House Judiciary Committee and works with the Justice Cabinet to proffer legislation on its behalf. Representative Tilley also serves on the Budget Review Subcommittee on Justice and Judiciary and is an active Co-Chair of the National Conference of State Legislatures' Committee on Law, Criminal Justice and Public Safety. Representative Tilley co-chaired the Task Force on the Penal Code and Controlled Substances Act, which engaged stakeholders from across the criminal justice system to incorporate their perspectives and recommendations to obtain a concise and comprehensive plan for restructuring Kentucky's penal system, resulting in landmark legislation in 2011. He has also worked to pass legislation against drug abuse in Kentucky. Representative Tilley received his Bachelor's degree from the University of Kentucky and his J.D. from Salmon P. Chase College of Law at Northern Kentucky University.
