David E. Whittaker is Executive Director of the Chicago Area Project (CAP), a network of more than 50 grassroots organizations and special projects aimed at promoting positive youth development and preventing juvenile delinquency through advocacy, community organizing, and direct services. He is a recognized leader in the State of Illinois' social service and advocacy communities. Under his guidance, CAP has spearheaded new initiatives, expanded programming, and increased funding to benefit youth and families living in disadvantaged communities. Before coming to CAP in 1986, Mr. Whittaker served as Dean of Educational Administration and Assistant Professor at Daniel Hale Williams University. Mr. Whittaker serves on a number of boards and commissions, including the Illinois Social Services Advisory Council, the Chicago Council on Urban Opportunities, and the Illinois Juvenile Justice Initiative. He received a master's degree in social service administration at the University of Chicago and a bachelor's degree at Livingston College in North Carolina.
